to 8 percent lower electricity demand to achieve this goal.  Though expensive, estimates to utility companies
range between $19 and $47 billion, would come from toughening the building codes for insulation, lighting,
heating, and cooling materials as well as requiring all new equipment to meet energy efficiency standards.  

What this study says is what we've known for years -- we need leadership in Washington and a strong
partnership with the public to get the job done.
